Kerala, 30 November (H.S.): In a major administrative shift reflecting the Union government’s push toward people-centric governance, Kerala’s Raj Bhavan—the official residence of the Governor—will be renamed Lok Bhavan from December 1.

The change marks the beginning of a new nomenclature for constitutional establishments across the country.

Governor Rajendra Arlekar, currently in Goa, is expected to issue the formal notification on Monday.

Once released, the address and all related government communication will officially carry the name Lok Bhavan, Kerala.

The renaming stems from a nationwide initiative to move away from colonial terminology. On November 25, the Union Ministry of Home Affairs (MHA) directed all Raj Bhavans to adopt the title ‘Lok Bhavan’ and all Raj Niwas—homes of Lieutenant Governors—to be renamed ‘Lok Niwas’.

Governor Arlekar had initially proposed this change at the 2024 Governors’ Conference, arguing that the current names reflect an outdated administrative mindset. He said the transition to a more people-focused nomenclature would help make the Governor’s establishment appear more accessible and relatable to the public.

Emphasising that constitutional institutions must mirror democratic values, Arlekar described the renaming as a symbol of transparency, inclusiveness, and public participation.

Kerala now joins states that have already completed the renaming process. On Friday, Assam Governor Lakshman Prasad Acharya issued his state’s notification, and on Saturday, West Bengal Governor C V Ananda Bose followed suit.

According to the MHA, the effort aligns with the broader national vision of “Viksit Bharat”, where administrative structures must reflect citizen-centric governance. The ministry said the change seeks to highlight “the participatory nature of democracy” and ensure constitutional spaces appear more open and welcoming.

In Kerala, the renaming will be reflected in a wide range of official systems. Boards, signages, stationery, letterheads, and digital platforms associated with the Governor’s office will be updated in phases, beginning immediately after the notification is issued.

As Kerala adopts the new title, the Raj Bhavan name that has been in use since the formation of the state will officially be retired—ushering in Lok Bhavan, a nomenclature the Centre says better reflects the evolving aspirations of a modern, inclusive democracy.
